April 6, 2011 IOMA Annual Meeting Minutes
Welcome and call to order at 1139.
1. Ken Ontko welcomed everyone to the annual meeting and reviewed the agenda. Following a brief explanation of the nomination and election processes, Ken opened the floor to nominations for any Board or Officer positions. Jayson Street nominated Kent Nabors for the Board and Kent accepted the nomination, which filled the remaining vacant position. No further nominations were forthcoming.
2. David Williams moved that we close the nominations and accept the nominees by acclamation. Jayson Street seconded. A vote was taken, and the motion was carried unanimously. Congratulations to the 2011-2012 IOMA Officers and Board members, and to our Critical Infrastructure and Key Resource Sector Chiefs, all of whom will continue to provide leadership going forward.

3. Greg Melzer, Assistant Special Agent in Charge of the Oklahoma FBI office, came to the podium and presented certificates to all Board members and Officers present, and a plaque to Ken for his service as president.
4. Mr. James Brown, of Dowley Security Systems, introduced our speaker, Dr. Stephen Flynn, President of the Center for National Policy founded in 1981. Dr. Flynn discussed infrastructure protection and related issues. He provided a unique and informed perspective on improving “enterprise resiliency and critical infrastructure protection”, describing how the private sector can contribute to the continuity of critical business and government processes, by evaluating potential threats from a less traditional point of view. He pointed out that strength in numbers (the size of our military and local law enforcement) may not be enough to deter the type of enemies we have to defend against today. He applauded InfraGard for our willingness to volunteer our time and working to identify potential threats and risks to our communities and the nation as a whole. The photo below includes from right to left, Special Agent, Martha Justice, Dr. Stephen Flynn, Barbara McCrary and James Brown.

5. Barbara McCrary presented Dr. Flynn with a complimentary FBI mug and challenge coin. In closing, she asked if anyone had other business or questions. None being asked the meeting was adjourned at 1300.
